BACKGROUND AND PURPOSE OF THE RFO
The client is seeking the a team of well qualified and experienced Independent Verification & Validation (IV&V) and Quality Assurance (QA) consultants to provide objective, actionable oversight and assurance services throughout the Stage 3 and Stage 4 activities of the California Project Approval Lifecycle (PAL) activities.
The selected IV&V and QA Consultants will provide independent assessments, risk identification, and quality assurance oversight across all major project phases and workstreams to ensure delivery success, compliance with standards, and alignment with business goals.
For this engagement, and at a high-level, the client has identified the minimum of six (6) major categories of work to be performed:
- Project Management Oversight and Risk Advisory
- Project Approval Lifecycle (PAL) IV&V Services (for Stages 3 and 4)
- Business Process Reengineering Traceability and Validation
- Request for Proposal (RFP) and Solicitation Development Quality Assurance
- Data Synchronization Solution Quality Assurance
- Readiness Reviews
The IV&V and QA Consultants must understand the critical importance of their oversight and QA role and take full responsibility for responsibilities, which is designed to ensure the project remains on track, within scope, and aligned with California Department of Technology (CDT) and client standards and stakeholder expectations.
IV&V consists of a systems engineering process that is independent of the project development and system integration organization employing rigorous methodologies for the evaluation of the correctness and usability of the software product throughout the entire project lifecycle. Specifically, validation consists of evaluating a project throughout the project lifecycle ensuring compliance with the project and software requirements (i.e., “building the right product”).
