Scope / Executive Summary:
The California Department of Industrial Relations, Division of Workers’ Compensation seeks both a Commercial Off-The-Shelf (COTS) Workers’ Compensation Claims Management System and a vendor to configure, possibly customize, install, and train DIR users. This system will support UEBTF and SIBTF claims processing, integrating with DIR’s technical infrastructure for various data operations, and collaborate with a separate data migration vendor.
Bidder Qualification
- Lead experience providing solution and/or implementation services on two projects that implemented into production a system that includes all of the following:

- solution included claims;
- solution in production was used by at least 100 users (internal and external);
- solution supported claims persona.

2. Lead experience providing solution and/or implementation services with the proposed platform implementation for a federal, state, and/or local government entity.
Staff Qualification
Project Manager – Claims
- Experience as a Project Manager on at least two (2) large and complex IT projects managing legacy system replacements, including data conversion and new builds.
- Experience as a Project Manager on the full lifecycle of an IT project for a public sector entity.
- Experience as a Project Manager that has completed the implementation of the proposed solution platform.
Claims Functional Lead
- Leading successfully completed full life cycle project implementations for a California Workers’ Compensation claims system using the proposed Claims solution.
- Working for a company, organization or government entity on an IT project, engaging, collaborating and interacting with various stakeholders.
- Two (2) years working for a company, organization or government entity on an IT project, developing and delivering training programs, creating training materials and user manuals for the end users.
