Mandatory Position Requirements
- Project Manager: 5+ years (last 12) managing public/private information system implementations or maintenance & operations projects (2+ years on $50M+ projects); 2+ years (last 12) as PM on EBT services implementation, M&O, or transition for a state, territory, district, or tribal organization.
- Contract Manager: 5+ years (last 12) managing IT contracts ($30M+ each); 2+ years (last 12) as PM or contract manager on a statewide EBT implementation, M&O, or transition.
- Food and Cash Technical Manager: 5+ years (last 12) designing, developing, implementing, enhancing, and maintaining information systems ($30M+ each); 2+ years (last 12) as technical manager on EBT services implementation, M&O, or transition.
- WIC Technical Manager: 5+ years (last 12) designing, developing, implementing, enhancing, and maintaining information systems ($30M+ each); 2+ years (last 12) as technical manager on WIC services implementation, M&O, or transition.
- Telecommunications Manager: 5+ years (last 12) developing and implementing telecommunication networks.
- Food and Cash Testing Manager: 5+ years (last 12) leading system testing per industry methodologies and QA best practices ($30M+ systems); 2+ years (last 12) leading testing of EBT or statewide transaction-based systems.
- Retail Manager: 5+ years (last 12) managing food/cash or WIC retailer activities for EBT implementations, M&O projects, or transitions.
- Food and Cash Customer Liaison: 5+ years (last 12) with EBT implementations, M&O, or transitions; 2+ years (last 12) end-user support on a 200+ user system.
- Document Manager: 5+ years (last 12) authoring, editing, and formatting technical and project management documentation for IT projects ($1M+ each); 3+ years (last 7) Microsoft Office 2016 or later.
- Data Analytics Analyst: 5+ years (last 12) accessing and manipulating large structured/unstructured data; 2+ years turning raw data into business insights; 5+ years data analytics and fraud identification using data warehouses.
- Food and Cash Fraud Prevention Manager: 3+ years (last 6) managing fraud mitigation environments ($30M+ projects); 2+ years (last 6) leading fraud activities for EBT/statewide transaction systems; 3+ years (last 6) scripting and rapid prototyping (SQL, Excel) on $30M+ projects.
- Food and Cash Financial Crimes Investigator: 3+ years (last 6) fraud mitigation environments ($30M+); 3+ years (last 6) relational database structures, research methods, sampling, and system testing ($30M+); 3+ years (last 6) advanced data mining, management reporting, and trend analysis ($30M+).

Background:
The initial statewide implementation of EBT services for Food and Cash assistance benefits was completed in 2005. In March 2008, California entered its second EBT services contract with Xerox State & Local Solutions, Inc. A State of California department conducted a third procurement in 2015, and the resulting contract for the EBT services was awarded to FIS and fully executed in June 2016. The California EBT Project completed the transition of Food and Cash EBT services to FIS in June 2018, and WIC EBT services were fully implemented in April 2020. The EBT Project began full maintenance and operations (M&O) in April 2020. In May 2022, California exercised the three (3), one (1) year extensions of the current EBT services contract through June 2026. In June 2023, the State added two (2) additional optional years to the current contract and exercised one (1) of those options, extending the contract to June 2027. In July 2026 the State exercised the second option year and is currently in year eleven (11) of a twelve (12) year contract with an end date of June 2028. The State does not own or operate its California EBT system and associated EBTrelated services (such as the 24/7 cardholder and retailer call centers, card production and mailings services, equipment deployment, etc.).
Instead, the State, like most other states in the nation, procures and contracts for EBT services. The new contractor must continue to adapt its EBT system and other services as required to support California program policies.
