Background and Purpose:
A State of California department currently utilizes an antiquated Legacy NAP System, ancillary paper-based processes, and standard Microsoft Office 365 tools to accomplish the tasks necessary to support the Notary and Apostille functions and services. A State of California department needs a new system providing:
1.Notary public application tracking and support;
2.Notary public background check tracking and support;
3.Notary public education vendor tracking and support;
4.Notary public testing and support;
5.Notary public seal manufacturer permit tracking and support;
6.Notary public discipline tracking and support;
7.Apostille tracking and support;
8.The new Remote Online Notarization Act (Chapter 291, Statutes of 2023 (SB 696, Portantino or RON) platform vendor tracking and support;
9.RON depository vendor tracking and support;
10.Online services to accommodate RON;
11.Online public information and records services, including Online verification of Apostille issuance;
12.Online payment processing;
13.A secure database; and
14.Sufficient flexibility to accommodate future changes efficiently.
Mandatory Position Requirements
- Project Manager: 5+ years IT software development project management; 3+ years as Project Manager on Qualifying Software Solution implementation project(s).
- Development Lead: 3+ years as Development Lead (or similar lead role) on Qualifying Software Solution implementation(s); 3+ years managing agile/hybrid agile software development; 3+ years as technical team leader.
- Business Lead: 3+ years as Business Lead (or similar) on Qualifying Software Solution implementation(s); 3+ years business process analysis on notary public IT projects (application intake/processing automation, commissioning, records maintenance).
- Test Lead: 3+ years as Test Lead (or similar) on Qualifying Software Solution implementation(s); 3+ years agile/hybrid agile SDLC; 3+ years developing and coordinating testing with internal and external stakeholders.
- Database Lead: 3+ years architecting new schemas and implementing relational databases in cloud for a Qualifying Software Solution; 2+ years converting and migrating data for new implementations.
- Solution/Cloud Architect: 3+ years leading full-lifecycle architectural design for a Qualifying Software Solution (inception through implementation); 5+ years cumulative across required technology and architecture areas.
- OCM Training Lead: 3+ years as OCM/Training Lead (or similar) on Qualifying Software Solution implementation(s); 3+ years assessing stakeholder expectations and delivering stakeholder communications; 3+ years providing training and developing training materials for multi-stakeholder projects.
