Purpose
The Contractor shall provide comprehensive Microsoft 365 Platform development, architectural, configuration, migration, integration, administration, security, and support services to support the client’s collaboration, productivity, identity, security, and business process needs across its Microsoft 365 tenant(s) and related Microsoft cloud services.
Services will include day-to-day support, configuration, enhancement, and ongoing optimization of Microsoft 365 Platform services and related Microsoft cloud platforms, including Azure and Entra ID, for the client’s internal and external users. The Contractor will support existing and future Microsoft 365 Platform applications, services, and capabilities, including new or rebranded Microsoft cloud services made available during the term of the Agreement
Support will encompass application and platform development, integration, security, governance, and operational support to ensure reliable and effective use of the Microsoft 365 Platform and related Microsoft cloud services.
The Contractor shall document configurations, changes, processes, and procedures necessary to effectively support Microsoft 365 Platform services and related Microsoft cloud platforms. The Contractor will work closely with the client’s technical staff to ensure ongoing coordination and continuous knowledge transfer.
The Contractor will support and enhance the existing Microsoft 365 Platform, which is modular and flexible in nature, and will continue to support the development, configuration, and integration of future Microsoft 365 Platform applications, features, and functional capabilities as they become available.
The Contractor shall also provide a comprehensive concept of operations outlining the recommended use, evolution, and optimization of Microsoft 365 Platform products and services for the client, including recommended use cases, best practices, and future capabilities supported by the Platform.
Project Team Minimum Qualifications
1. Microsoft 365 tenant administration: a. At least three (3) years of experience administering Microsoft 365 tenant(s), including Exchange Online, SharePoint Online, Microsoft Teams, OneDrive, and Power Platform for a government or private entity.
2. Azure and Entra ID (identity and access management): a. At least three (3) years of experience with Azure and Entra ID (Azure Active Directory), including identity and access management, conditional access, application registration, and related configurations in support of Microsoft 365 solutions.
3. Microsoft 365 security and compliance: a. At least three (3) years of experience configuring and supporting Microsoft 365 security and compliance capabilities, such as data loss prevention (DLP), information protection/sensitivity labels, eDiscovery, audit and logging, and security/compliance center configuration (e.g., Microsoft Defender, Microsoft Purview).
4. Power Platform administration and customization: a. At least four (4) years of experience with Power Platform administration and customization in the cloud, including governance of environments, connectors, and policies.
5. Application development and integration on Microsoft 365 Platform: a. At least three (3) years of experience designing and implementing solutions using SharePoint Online, Power Platform (including modeldriven apps, Power Apps, Power Automate), and related Microsoft 365 Platform services, including integrations with other enterprise systems.
6. Governance and architecture: a. Demonstrates experience designing and implementing governance frameworks for Microsoft 365 and Power Platform (e.g., environments, DLP policies, application lifecycle management, Center of Excellence patterns). b. Demonstrate experience in tenant-level and solution architecture for Microsoft 365 and related Azure services.
Project Team Desirable Qualifications
1. Legacy SharePoint On-Premise and PowerShell skills remain relevant but should not be the sole focus.
2. Experience with SharePoint On-Premise administration and PowerShell for automation in Microsoft 365 environments may be considered a plus and should be clearly identified in resumes where applicable.
