Background and Purpose
The client is seeking a Contractor to set up an enterprise cloud hybrid solution comprising MOTS (Modifiable Off-the-Shelf), COTS (Commercial Off-the-Shelf), and custom software to create a fully integrated administration system. The Contractor shall include a combination of COTS, MOTS, and custom software coding to implement the client’s desired solution. The amount of code editing and modification required for the MOTS or COTS software modules is at the Contractor’s discretion. Custom software coding will be needed where MOTS or COTS software cannot satisfy the project requirements.
Bidder Qualifications:
Four (4) years out of the last seven (7) years’ of experience integrating large-scale and complex application architecture in a government data center.
Project Manager
Mandatory Qualification:
The Project Manager shall have seven (7) years of experience applying PM principles, methods, techniques, and tools., with four (4) of those years of experience as a Senior Project Manager on a large IT project.
Desirable Qualification:
The Project Manager shall have experience managing a project where the State Agency’s IT infrastructure is managed by another State Agency as a service provider for IT Services.
Technical Lead
Mandatory Qualification:
- The Technical Lead shall have a bachelor’s degree or equivalent certification in Computer Science, Information Technology, Computer Engineering, Information Systems, Mathematics, or related field. If your education was completed outside the United States, your transcript must be accompanied by an evaluation performed by a member of the National Association of Credential Evaluation Services
- The Technical Lead shall have four (4) years of experience as a Technical Lead on a large IT project within the last seven (7) years.
- The Technical Lead shall have two (2) years of experience developing applications hosted on a cloud system.
- The Technical Lead shall have a minimum of five (5) years’ experience working on projects that are similar size and scope to this RFP, managing technical software development teams for all development, maintenance and architecture initiatives, and ensuring adherence to overall IT architecture and design.
- The Technical Lead shall have a minimum of five (5) years’ experience working on projects that are similar size and scope, performing complex database queries, administering data governance, data conversions, and data analysis.
Desirable Qualification:
The Technical Lead shall have a minimum of one (1) year experience using Infrastructure as code (IAC) in projects that are similar size and scope to desired solution .
