Background and Purpose

The client uses the Electronic Request for Personnel Action (eRPA) system (Power Apps application) to manage classification, hiring, personnel transactions, and recruitment-related workflows. As statewide operational needs, hiring volume, and classification structures have evolved, existing eRPA functionality no longer fully supports the end-to-end requirements of program staff, Personnel Specialists, managers, and regional approvers.

To ensure accuracy, efficiency, compliance with civil service rules, and support for high-volume staffing operations, the client seeks to enhance, update, and correct various components of the eRPA system. These needs include improving frontend approval workflows, expanding backend data integration, updating classification values, strengthening reporting capabilities, and ensuring the system aligns with current hiring and recruitment processes.

This Request for Offers (RFO) is issued to obtain Contractor services to perform system enhancements, defect corrections, classification table updates, workflow improvements, and reporting development within the eRPA platform.

These improvements are intended to: Improve accuracy and consistency of classification and hiring data across frontend and backend components.

• Support expanded Personnel, Recruitment, and Transactions workflows.

• Provide transparency through enhanced status tracking and reporting.

• Address defects related to ECOS population, approver visibility, and data auto population.

• Enable the system to support client’s current and future classification, hiring, and staffing needs. The resulting enhancements will modernize the eRPA system, reduce manual workarounds, support compliance with HR processes, and improve the experience of end users statewide.

Deliverables:

1. Classification Table Updates: The Contractor shall update existing classification codes, add new Analyst III and Analyst IV classifications, and ensure consistent values across frontend and backend.

2. Front-End System Enhancements: Correct approval sequencing, auto-generate workflow dates, restore approver visibility, modify status messaging, allow multiple RPA owners, correct disappearing contact fields, eliminate unnecessary notifications, add search functionality, and improve mobile navigation.

3. Back-Office Enhancements: Add class titles, integrate Candidate and Hiring Actions data, enhance VAR workflows, add new Recruitment Data fields, revise Files tab logic, and support additional signature-required documents.

4. System Defect Corrections: Correct auto population defects for external candidates and fix ECOS data not populating.

5. Status Tracking and Timestamp Enhancements: Implement timestamps for all status changes displayed in both the front-end and back-end.

6. Transactions Unit Enhancements: Add new fields, dropdowns, document types, and views to support full Transactions Unit processing.

7. Reporting Enhancements: Develop Excel-style reports for exportation of data (Transactions Report and Classification & Hiring Report).

8. Future Phase Documentation: Document and evaluate potential future enhancements including Date Applications Released and MQ tracking fields.

9. Additional Support Hours: The Contractor shall provide additional support hours beyond the base scope of work upon written request by the client. Additional support may include troubleshooting, configuration changes, minor enhancements, data corrections, report modifications, or other related services necessary to maintain or improve the system.
