PROJECT OVERVIEW
The client is seeking qualified professional services to support the continued operation, maintenance, hosting, migration, enhancement, and development of a web based application with a centralized, searchable database that supports local, regional, and statewide adaptation planning and decision-making.
This effort will include the migration of the existing searchable db environment, currently hosted on Amazon Web Services (AWS) and managed by the current vendor, to a secure hosting environment provided and managed by the Contractor. The Contractor shall provide ongoing hosting, infrastructure support, platform maintenance, troubleshooting, technical support, design and structural updates, user experience improvements, and implementation of new features and functionality necessary to maintain a stable, modern, and user-friendly platform.
Project responsibilities also include integrating and maintaining new content, tools, and resources associated with the client’s initiatives. The Contractor shall ensure continuity of operations throughout the migration and maintenance period and shall coordinate with the client and the current vendor to support a successful platform transition. All hosting, infrastructure, maintenance, and development activities performed under this Agreement shall comply with applicable State of California information technology, accessibility, privacy, records retention, and security requirements, including California Department of Technology (CDT) and CloudSmart standards, as applicable.

Contractor Requirements
1.0 The Contractor shall have a minimum of five (5) years of demonstrated experience providing web application hosting, maintenance, modernization, and technical support services for public-facing websites or web-based platforms operating within cloud-hosted environments, including experience with Amazon Web Services (AWS), Microsoft Azure, or comparable cloud infrastructure platforms.
2.0 The Contractor shall have a minimum of three (3) years of demonstrated experience implementing or supporting website infrastructure upgrades, cloud migrations, platform rearchitecture activities, accessibility remediation, and security or compliance improvements for web applications, including experience supporting compliance with government or publicsector information technology standards and accessibility requirements.
3.0 The Contractor must have successfully completed one (1) project, at a minimum, similar in scope and nature to the services and complexity to that described in this RFO.
