Job Description and Duties
The Secretary of State’s Project Management Office (PMO) is recruiting a permanent, full-time Information Technology Specialists II. Under general direction of the Assistant Project Director (Information Technology Manager I), the incumbent will act as a member of a project management team on a complex information technology system project, known as the CAL-ACCESS Replacement System Project, to support the business partner in designing, developing, and implementing the new solution. This support will include (but is not limited to) testing management facilitation to ensure all formal processes are followed prior to acceptance of the new solution.
The incumbent will work on a project team or work independently to develop test plans, analyze testing results, and work with developers to resolve issues. In addition, the incumbent will work with the business units to define, analyze, and document business requirements and assist in creation of technical requirements.
Desirable Qualifications: The most qualified candidates will have the following:
- Ability to elicit, define, and document requirements
- Ability to plan and control the test process
- Ability to perform reviews and black box testing
- Ability to perform unit testing, requiring knowledge of white box testing and non-functional testing methods
- Extensive knowledge of testing tools
- Ability to make decisions to resolve the most complex project issues
- Excellent communication, writing and analytical skills
- Experience developing and managing project scope, schedule, and resources
- Experience managing project budget
- Experience managing contracts and procurements
- Experience performing change management
- Experience working in highly complex environments that have competing priorities and demands
- Project Management Professional (PMP) Certification
Statement of Qualifications: Applicant must submit a clearly titled Statement of Qualifications answering the following questions:
- Describe a project on which you served as a project lead in one of the project management knowledge areas. In your response, include your key responsibilities and the stakeholders you have served. Provide examples of the challenges you faced and the outcomes you achieved.
- Provide a brief description of the information technology projects you have worked on, including the development execution methodologies that were used (e.g., Agile, Waterfall, hybrid, etc.).
The Statement of Qualifications should be no more than two pages long and submitted in Arial 12-point font. Applications submitted without a Statement of Qualifications will not be considered. Resumes are optional but will not be accepted in lieu of a Statement of Qualifications or a completely filled out state application.
