IT Project Management Consulting Services

Purpose:

The client  is seeking a PM to provide essential Project Management, Organizational Change Management (OCM), and quality control oversight. These services are vital for transitioning the client from legacy systems, ensuring data integrity through disciplined testing, and coordinating multi-divisional governance between business and technical partners. By implementing industry best practices including but not limited to the CA Department of Technology Project Approval Lifecycle (PAL). And CA Project Management Framework (CA-PMF), these services will provide the fiscal accountability and administrative discipline required to ensure the system delivers long-term transparency and operational efficiency for the client.

Mandatory Qualifications

  1. Bachelor’s-level degree from a recognized college or university. Alternatively, additional qualifying experience may be substituted for the required education on a year-for-year basis.
  2. Valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). The PMP certification is required and may not be substituted with additional experience.

3. Seven (7) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects, comprised of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least three (3) years of that experience must have been as a senior PM of one or more large or complex IT projects, which include PM experience for a project worth at least $5M.

4.Six (6) years of experience leading a State of California agency through FI$Cal system onboarding, go-live, and post-implementation activities. Specifically, resource must possess experience managing or supporting system transitions related to statewide financial, Enterprise Resource Planning (ERP), and/or the FI$Cal system.

5. Five (5) years of Project management experience in CA state government.

6. Four (4) years of facilitating alignment with multiple stakeholders, managing change in complex organizations, and meeting facilitation, which includes providing stakeholder updates.

7. Four (4) years of initiating and executing a project management plan which includes: creating and monitoring a project schedule, work breakdown structure, and risk/issue tracking with resolution support.

8. Four (4) years of coordinating support for Standard Operating Procedures and/or related internal knowledge transfer efforts.

9. Five (5) years of strategic planning, consulting, workload, and budget management.

10. Five (5) years of application integration, application upgrade testing oversight, and accounting system related integration and reporting.
