Office 365 Maintenance and Operations

1. Background and Purpose
The Department of Human Resources (CalHR) is responsible for all issues related to employee
salaries and benefits, job classifications, civil rights, training, exams, recruitment and retention. For
most employees, many of these matters are determined through the collective bargaining process
managed by CalHR.

State Personnel Board (SPB) was constitutionally created in 1934 to administer the civil service
system and ensure that state employment is based on merit and free of political patronage. SPB is
led by a five-member Board appointed by the Governor and confirmed by the Senate for ten-year
terms. Meeting monthly, the Board adopts classifications, personnel rules and policies, and hears
and resolves disciplinary and merit-related examinations and appointment appeals. The Board also
resolves discrimination and whistleblower complaints as well as citizen and employee requests for
disciplinary actions against state employees. CalHR provides all IT services to SPB.

The CalHR along with the SPB (collectively referred to as the Departments) will be migrating email
from on premise Exchange 2016 to the Microsoft Office 365 Government Cloud environment. As
part of that transition, Departments are implementing Active Directory Authentication Services and
migrating email to Office 365. CalHR will migrate approximately 500 mailboxes while SPB will
migrate approximately 150. Each department has its own on premise implementation of Exchange
2016. The Departments will also be planning for deployment of other Office 365 functionality, such
as SharePoint Online, and Microsoft Teams. Lastly, the Departments will evaluate OneDrive for
Business, Enterprise Mobility Suite (EMS) for future integration with CalHR’s existing Office 365
