Scope of Services

Offeror shall provide two (2) Senior Programmers to participate in the architecting and implementation of MS SQL database solutions for the Enterprise Data Store (EDS), Electronic Health Record System (EHRS) middleware and the other 90+ database instances. Additionally, the Contractor will architect and implement a scalable design that can handle high volumes of data and help with performance optimization using industry best practices. The Contractor will also be administrating the Idera Monitoring Suite of software.

At the direction of the Contract Manager, or designee, the Contractor will perform and provide documentation for the following tasks:

  1. Review the existing environment and document existing architecture;
  2. Make recommendations to improve the performance and efficiency of existing systems;
  3. Update and redesign the architecture that is easily scalable and provides redundancy;
  4. Incorporate industry best practices;
  5. Document the proposed architecture via a system design document, roadmap/action plan for the proposed system and database architecture document, workflows, Entity Relation Diagram (ERD), Data Dictionary (DD), and all other related artifacts;
  6. Support and document the implementation of approved changes to system configurations, software, and infrastructure within the approved testing schedule;
  7. Provide written manuals/guides to transfer knowledge to CCHCS staff to maintain and operate solutions;
  8. Maintain, administrate, and configure Idera Software suite to ensure that current and new mission-critical MS SQL resources supported by AIS Application Services team are being monitored for availability and performance on a 24×7 basis;
  9. Maintain documentation for monitoring related MS SQL architecture, implementation detail, and other related configuration items;
  10. Maintain security and integrity controls, patches, upgrades, and troubleshoot production and non-production databases;
  11. Conduct performance tuning of indexes and optimization of storage functionality;
  12. Provide backup recovery and make recommendations regarding enhancements and improvements.

MINIMUM QUALIFICATIONS

Five (5) years of experience in the last ten (10) years for all of the following:

1)Installing, maintaining, administering Microsoft SQL Server2012+
2)Designing and implementing data extract using Replication, Stored Procedures and SQL Server Integration Services (SSIS)
3)Stored procedures creation, debugging, optimization and database performance tuning and monitoring
4)Maintaining the database structure to support the software development life cycle (SDLC) phases.
5)Data warehouse concepts and architecture
6)Producing requirements documents, systems architecture and interfaces, data model diagrams, configuration management documents, and procedural manuals

 

DESIRABLE QUALIFICATIONS

1)Additional years with mandatory qualifications
2)Experience using Team Foundation Server (TFS)
3)Experience in supporting enterprise solutions within a health care and/or correctional environment
4)Experience providing guidance to people with various skill levels
5)Experience with organizational change management
6)Experience with Idera Monitoring Suite
