Mainframe Application Development Consulting Services

The client is seeking a vendor who can provide Mainframe Application Development consulting services involving the following activities:

  • Design
  • Development
  • Testing

BACKGROUND
The Employment Development Department (EDD) is in need of two to four full-time consultant
Programmers for the Mainframe Services Section (MSS) of the Information Technology Branch
(ITB). The programmer consulting services are needed by the EDD to augment the overall
mainframe development of multiple projects and enable timely implementation of legislative
mandates. The MSA Services classification used for this effort is “Programmer”.
The EDD’s mission is to enhance California’s prosperity and economic growth by delivering
valuable and innovative services to meet the changing needs of employers, personnel and
those seeking employment. The ITB supports this mission by engineering and maintaining IT
services to support employers, employees and job seekers of the State of California.
The specific tasks and deliverables associated with this RFO are detailed in Exhibit A, the
Statement of Work (SOW).

Mandatory Qualifications

  1. Five (5) years of experience in electronic data processing systems study, design, and programming. At least three (3) years must have been in a lead capacity.
  2. Four (4) years of experience in projects developing in an online/CICS Transaction Server (TS) Version 4.1 and batch COBOL mainframe
    environment.
  3. Four (4) years of experience coding in online CICS and batch COBOL/DB2 mainframe environment.
  4. Four (4) years of experience preparing and facilitating formal walk-through of online/CICS or batch programs, screens, copybooks, JCL, data structures, and unit test cases.
  5. Four (4)+ years of VSAM file and IAM file processing with IDCAMS experience.
  6. A minimum of three (3) years of demonstrated experience authoring complex technical documentation.
  7. A minimum of three (3) years prior State of California specific experience working with mainframe CICS infrastructure and component interfaces
  8. Bachelor’s Degree in an IT-related or Engineering field. Additional qualifying
    experience may be substituted for the required education on a year-for-year basis.

Desirable Qualifications

  1. Five (5)+ years of experience in projects developing in an online/CICS Transaction Server (TS) Version 4.1 and batch COBOL mainframe
    environment.
  2. Five (5)+ years of experience coding in online CICS and batch COBOL/DB2/JCL mainframe environment.
  3. Five (5)+ years of experience preparing and facilitating formal walk-through of online/CICS or batch programs, screens, copybooks, JCL, data structures, and unit test cases.
  4. Five (5)+ years of VSAM file and IAM file processing with IDCAMS experience.
  5. A minimum of four (4) years of demonstrated experience authoring complex technical documentation.
  6. A minimum of four (4) years prior State of California specific experience working with mainframe CICS infrastructure and component interfaces.
  7. Master’s Degree in an IT-related or Engineering field.
  8. A minimum of four (4) years prior State of California specific experience working with mainframe in COBOL/DB2/CICS/JCL areas.
  9. A minimum of six months of experience coding in an online IDMS mainframe environment.
  10. A minimum of six months of experience on a system comparable in size and complexity to EDD’s and described as having at least 200,000 system users and a total project cost of at least $10,000,000.00
