IV&V Consulting Services

A. PURPOSE

The client  is seeking a TDDC-MSA Contractor to provide Independent Verification and Validation (IV&V) Services. This contract is to provide independent oversight services in addition to the oversight service provided by the California Department of Technology (CDT).

Firm Qualifications

  • Respondent firm must have experience providing IV&V services for one (1) large IT
    project valued at over $100M, in all project management phases (i.e., initiation to closing)

Senior Project Manager – Mandatory Qualifications

  • 5+  years of experience providing IV&V services performing tasks
    such as:
    a) Observing and assessing tools, artifacts, and activities relating to design,
    development, coding, testing, databases, and project management.
    b) Assessment of business, technical, and enterprise architecture artifacts, tools,
    and environments.
    c) Developing IV&V monthly activity reports.
    d) Conducting risk and issue list reviews.
    e) Performing requirements traceability matrix analysis.
    f) Performing system requirements evaluation.
    g) Conducting system test assessment and verification.
    h) Developing IV&V task reports.
  • 7+years of broad, extensive and increasingly responsible
    experience applying project management principles, methods, techniques, and tools.
    At least four (4) years of that experience must have been as a Senior Project
    Manager on large complex IT projects. A large IT Project is defined at 50,000 users
    and an implementation contract value over $10,000,000.
  • Possession of a valid Project Management Professional (PMP) certification from the
    Project Management Institute (PMI). A copy of the current valid certification must be
    provided with the Response.
  • Possession of a bachelor’s degree or equivalent university degree. Additional
    qualifying experience may be substituted for the required bachelor’s degree on a
    year-for-year basis. Since the experience requirement for a Senior Project Manager
    is seven (7) years, and the individual is substituting an additional four (4) years of
    experience in lieu of a bachelor’s degree, a total of eleven (11) years of experience
    is required. If the individual has a bachelor’s degree, a copy must be provided with
    the Response.

Senior Technical Lead – Mandatory Qualifications

  • 5+ years of experience providing IV&V services performing tasks
    such as:
    a) Observing and assessing tools, artifacts, and activities relating to design,
    development, coding, testing, databases, and project management.
    b) Assessment of business, technical, and enterprise architecture artifacts, tools,
    and environments.
    c) Developing IV&V monthly activity reports.
    d) Conducting risk and issue list reviews.
    e) Performing requirements traceability matrix analysis.
    f) Performing system requirements evaluation.
    g) Conducting system test assessment and verification.
    h) Developing IV&V task reports.
  • 8+  years of experience aligning IT systems with organizational
    business processes. At least five (5) years of that experience must have been in a
    lead capacity.
  •  Possession of bachelor’s degree in an IT-related or engineering field. Additional
    qualifying experience may be substituted for the required bachelor’s degree on a
    year-for-year basis. Since the experience requirement for a Senior Technical Lead is
    eight (8) years, and the individual is substituting an additional four (4) years of
    experience in lieu of a bachelor’s degree, a total of twelve (12) years of experience
    is required. If the individual has a bachelor’s degree, a copy must be provided with
    the Response.

Desirable Qualifications (for both positions)

a. Provided IV&V services for a large-scale IT project that was reportable to CDT and had
to meet requirements identified by the Statewide Information Management Manual
(SIMM) Section 45 (California Information Technology Oversight Framework). A large IT
Project is defined at 50,000 users and an implementation contract value over
$10,000,000.
b. Provided IV&V services in all project management phases (i.e., initiation to closing) for a
project that implemented a Software as a Service solution.
c. Completed Institute of Electrical and Electronics Engineers (IEEE) STD 1012 (System
and Software Verification and Validation) based training. Copy of a current and valid
certificate must be provided.
d. Information Technology Infrastructure Library (ITIL) certification. Copy of a current and
valid certificate must be provided.
