The California Department of Transportation (Caltrans) manages more than 50,000 miles
of California’s highway and freeway lanes, provides inter-city rail services, permits more
than 400 public-use airports and special-use hospital heliports, and works extensively
with local agencies. Caltrans carries out its mission of providing a safe, sustainable,
integrated and efficient transportation system to enhance California’s economy and
livability. In order to manage these efforts, Caltrans oversees the statewide
implementation of their Planning and Modal Program (P&MP), which serves over 20
Grant Programs across 4 major Divisions: The Division of Transportation Planning (DOTP),
Aeronautics (AERO), Local Assistance (DLA), and Rail & Mass Transportation (DRMT).
These Divisions rely heavily on paper, disparate spreadsheets, FileMaker Pro databases,
and siloed grant management software solutions to administer State and Federal
funding through every stage of the grant management lifecycle. Between the four
Divisions within Planning and Modal Programs, there are currently multiple processes
under evaluation that require support from a future solution.
1.1 Purpose of this Request for Information (RFI)
Caltrans, Planning and Modal Programs (P&MP) is seeking to solicit information and best
practices from the vendor community to assist the State in determining what is currently
available in the marketplace based on the objectives and requirements as described
herein, and to approximate the dollars that may be needed for a procurement. The
intent of this RFI is not to select a proposed solution or vendor. The objective is to
perform market research that will assist the IT PMO to investigate alternatives to
modernizing the current Planning and Modal Programs (P&MP) processes with a Grant
Management Technology Solution (GMTS) and assist Caltrans in the development of a
procurement strategy to facilitate modernization efforts.
Interested parties are invited to describe potential products and/or suggested
approaches to assist the State in determining if a Commercial-Off-The-Shelf (COTS),
Modified-Off-The-Shelf (MOTS), integrated product set (i.e., integration of multiple
products), COTS Configurable, or custom solution would best address the required
functions described in this RFI. Multiple products may be described in the response.
