Electronic Benefit Payment Consulting Services

Scope

The purpose of this RFP is to solicit proposals from vendors with the resources, experience, and
abilities to assist in project management of the implementation and beginning operations of
Automated Clearinghouse (ACH) options for customers receiving disability, Paid Family Leave, and
unemployment benefits, as well as the project management and assistance for the beginning of
operations of the transition of prepaid debit card services to a new contractor.

The Client is seeking the following staff:

  1. Senior Project Manager / Engagement Manager:

Mandatory Qualifications

  • 7+ years of broad, extensive, and increasingly responsible experience applying PM
    principles, methods, techniques, and tools. At least four (4) years of that
    experience must have been as a senior PM of one or more large or
    complex projects.
  • 3+ years of experience as a Senior PM successfully managing one or more
    large or complex projects for government agencies.
  • Possession of a *Bachelor’s Degree. Additional qualifying experience may
    be substituted for the required education on a year-for-year basis.
  • 3+ years of risk management experience on a project implementing or operating an EBP
    solution for a government agency.

Desirable Qualifications

  • 1+ year of experience as a Senior PM successfully managing one or
    more large or complex projects implementing Electronic Benefit
    Payments (EBP) for a government agency.
  • 5+ years of experience as a Senior PM successfully managing
    one or more large or complex projects involving Unemployment
    Insurance or Disability Insurance domains.

2. Senior Operations Manager

Mandatory Qualifications

  • 3+ years of experience as a Project Manager or as an Operations Manager on one
    or more large or complex projects implementing or operating an Electronic Benefit Payments (EBP)
    solution for a government agency.
  • 3+ years of project implementation / operations experience on one or more large
    complex projects for a government agency.
  • 3+ years of risk management experience on a project implementing or operating an
    EBP solution for a government agency.
  • Possession of a *Bachelor’s Degree. Additional qualifying experience may
    be substituted for the required education on a year-for-year basis.

Desirable Qualifications

  • 5+  years of experience as a Project Manager or as an Operations Manager on
    one or more large or complex projects implementing or operating an
    Electronic Benefit Payments (EBP) solution for a government agency.
  • 5+ years of project implementation / operations experience on one or more large or
    complex projects involving Unemployment Insurance or Disability Insurance domains.
  • 5+ years of risk management experience on a project implementing or operating an EBP
    solution for a government agency.

3. Business Solutions Analyst

Mandatory Qualifications

  • 3+ years of experience applying analytical processes on projects.
  • 2+years of experience supporting project implementation / operations including
    supporting requirements, design, coding, testing, deployment, and
    maintenance activities.
  • Possession of a *Bachelor’s Degree. Additional qualifying experience may
    be substituted for the required education on a year-for-year basis.

Desirable Qualifications

  • 5+ years of experience applying analytical processes on projects.
  • 1+ years of experience on one or more large or complex projects
    involving implementation of an EBP solution for a government agency.
