Business Process Development

Overview
The Department of Conservation’s (Department) Geologic Energy Management Division (CalGEM)
prioritizes in protection public health, safety, and the environment in its oversight of oil, natural gas,
and geothermal industries, while working to help California achieve its climate change and clean
energy goals. CalGEM uses science and sound engineering practices to regulate the drilling,
operation, and permanent closure of energy resource wells.
The Department requires the services of an experienced and qualified business consultant to
evaluate and create a day-to-day business process for CalGEM staff. The business process will be
for all staff members in the various classifications which include, but are not limited to, analyst,
engineers, and management.

Minimum Qualifications
1. Have a minimum of five (5) years of experience in consulting and developing business
processes based on the fundamentals of Lean Six Sigma or equivalent philosophy.
2. Familiarity with California state government agency operations and organizational structures.
3. Provide at least three (3) references with a brief description of services provided that are similar
to the services described herein in the past five (5) years.
4. Have subject matter experts that have the equivalent of a bachelor’s degree in petroleum
engineering, geoscience, engineering, or a field related.
